London, March 31(IANS) ‘Twilight’ author Stephanie Meyer will release a novella based on a character in her 2007 novel ‘Eclipse’. She has signed a deal with Little Brown Books for Young Readers to release ‘The Short Second Life of Bree Tanner’ on June 5, reports contactmusic.com. The novella is told from the viewpoint of Bree, a newborn vampire featured in ‘Eclipse’, the second of four novels Meyer has written in the ‘Twilight’ saga.

New Delhi, March 31 – The Japan International Cooperation Agency (JICA) Wednesday signed an agreement with the Indian government, providing loans worth Rs.10,566 crore for six infrastructure projects, including a sanction of Rs.1,648.36 crore for the Delhi Metro for fiscal 2010-11. ‘JICA president Sadako Ogata signed an agreement with the Indian government to provide Japanese ODA (official development assistance) loans of up to Rs.10,566 crore (Rs.105.66 billion or 215.611 billion yen) for six projects in India,’ a JICA statement issued here said. The loans were sanctioned for the Delhi Metro Phase II project, Chennai Metro Project (II), Kolkata East-West Metro Project (II), Delhi-Mumbai Dedicated Freight Corridor Project (Phase 1), Orissa’s Rengali Irrigation Project (III) and the Sikkim Biodiversity Conservation and Forest Management Project.

Moscow, March 31 – At least 12 people were killed and many more wounded after a series of suicide bombings Wednesday morning in Russia’s North Caucasus region, the Interfax news agency reported, citing Russia’s interior ministry. The explosions in Kizlyar – one involving a 200-kg explosive device – come two days after twin suicide bomb attacks killed 39 people in Moscow’s subway system, attacks which Russia’s FSB intelligence service blamed on Northern Caucasian terrorist groups. Nikolai Patrushev, head of Russia’s security council, also linked threats to Russia from the Northern Caucasus and said Russia would do all it could to bring leaders of terrorist groups there to justice, especially Doku Umarov.

Panaji, March 31 – The Goa civic corporation Wednesday upped the annual trade tax for casinos nearly seven times over, the mayor of the city said. In its annual budget presented at the Town Hall, the municipal corporation of the city of Panaji has hiked the annual trade tax from Rs 7,150 to Rs 50,000. According to Panaji Mayor Carolina Po, the move would help shore up revenue for the cash-strapped civic agency.

Shimla, March 31 – The Himachal Pradesh government Wednesday hiked value-added tax (VAT) on certain goods by one percent in its budget for 2010-11 that was passed in the state assembly Wednesday. The budget, amounting to Rs.15,078.92 crore, presented on March 12 by Chief Minister Prem Kumar Dhumal, who also holds the finance portfolio, was passed by voice vote after days of marathon discussions. Replying to the budget discussions, Dhumal justified hike of one percent value-added tax (VAT) on certain goods, saying the government needed financial resources to cope with its deficits.
