J&K to launch officials’ assessment programme: Abdullah

Jammu, Dec 7: Jammu and Kashmir Chief Minister Omar Abdullah Friday said that a Results-Framework Document (RFD) to assess performance of government departments would be launched later this month in the state.

RFD is an effective assessment and management system aimed at judging the performance and functioning of government departments.

Addressing a two days’ workshop on RFD, Abdullah said that all government departments would be asked to formulate RFDs for the last quarter of the current year and for next year.

The performance would be judged on the basis of timeline completion of targets, outcomes of schemes, priorities fixed, quality of work, status of benefits of projects accruing to people and other issues.

“There should be performance evaluation of bureaucracy and government departments, and RFD will be the right instrument for the same, Abdullah said.

He added that the initiative would provide a mechanism for performance assessment in relation to delivery of service, realisation of targets, completion of schemes in a qualitative manner and the outcomes of work done.

The chief minister said that his government has been working for improving the quality of governance at all levels. “We have taken measures like implementation of Public Service Guarantee Act (PSGA) and Right to Information Act (RTI), besides holding panchayat elections and transferring vital powers to these institutions,” he said.

Abdullah added: “I want to implement RFD in one shot for the entire government, bringing all departments under its ambit. This initiative is essential as we do not possess any subjective way to assess the performance of government department,”

He said appraisals should be correct and comprehensive. “This helps to grow and improve positively,” he said.
